Who was Oscar Fernandes?

Dr Oscar Fernandes, 27 March 1941 – 13 September 2021, was an Indian politician, a senior Indian National Congress leader and was the Union Cabinet Minister for Transport, Road and Highways and Labour and Employment, Government of India in UPA government.

Former Union minister Oscar Fernandes passes away at 80

Oscar Fernandes no more: Congress veteran and former Union Minister Oscar Fernandes breathed his last on 13 September 2021 at the age of 80. He is survived by his wife, son and daughter. 

He sustained a head injury in July this year after an accidental fall while doing yoga at his home. Fernandes was admitted to Yenepoya Hospital in Mangaluru on 19 July 2021 after he complained about frequent headaches. A clot was detected in his brain after he underwent a medical examination.

Oscar was born to Roque Fernandes, the head of Government Composite PU College and the first President of Manipal Institute of Technology and Leonisa M. Fernandes, the first female magistrate in India, at the family estate at Udupi. Fernandes was one of 12 children in his family and grew up with a strong Catholic background.

As a child, he was an altar boy, and as a youth, he was active in Church activities. His family belongs to the Fernandes-Prabhu clan, a Mangalorean Catholic clan from Udyavara in Udupi district.

He had his early education in Board High School in Udupi and had graduated from the Mahatma Gandhi Memorial College in Udupi. He entered politics through the Youth Congress and had been elected to the then Udupi civic body in 1972.

He entered the Lok Sabha from the then Udupi constituency in 1980, and was re-elected until he lost to I. M. Jayaram Shetty of BJP in 1998. Later, he got elected to the Rajya Sabha.

A practitioner of yoga, Mr Fernandes had spoken in support of the Indian systems of medicine, including naturopathy, in Parliament.

Oscar Fernandes Political Career

Since his early years, Fernandes was interested in politics as well as social work. First elected in 1980 to the Lok Sabha from Udupi, he was again re-elected to the lower house of Parliament in 1984, 89, 91 and again in 96 from Udupi. He worked as the party’s General Secretary in 1996 and served in the office of the Central Election Committee of Congress. It was, however, later given to Madhusudan Mistry.

Fernandes has taken up many schemes and projects in the state. He has worked hard to improve the lives of small businessmen, farmers, and even large businesses. It is also known that he has approached various regional banks as well as national banks for loans for various projects.

Tremendous work has been done by him towards building a number of projects and construction of various structures like schools, colleges, civic buildings, bridges, roads, etc. It was due to his preparedness and willingness to serve the society that kept the crime rate in check. Knowing the lack of availability of medical facilities in various health centres, Fernandes had seen to it that there were well-qualified doctors in primary health centres.

In 1998, he was elected to the Rajya Sabha and again in 2004. He worked on portfolios like NRI Affairs, Statistics and Programme Implementation and Youth and Sports. He became a junior minister for Labour and Employment from 2006 to 2008.

Oscar Fernandes served as the Union Cabinet Minister and held several portfolios such as Statistics and Programme Implementation, NRI Affairs, Youth and Sports Affairs and Labour and Employment from 2004 to 2009 under the UPA government led by Dr Manmohan Singh. 

He also served as the Chairman of Central Election Authority of the All India Congress Committee, AICC General Secretary, the Minister of State (Independent charge) and Parliamentary Secretary to Rajiv Gandhi.  

Fernandes has been a 5-time Lok Sabha MP from the Udupi constituency. He was elected to the 7th Lok Sabha in 1980 and got re-elected to the Lok Sabha in 1984, 1989, 1991, and 1996. In 1998, he was elected to the Rajya Sabha and was re-elected in 2004.

Oscar Fernandes married Blossom Mathias Prabhu on 26 August 1981 and had one son Oshan and one daughter Oshanie. His son Oshan is married to Frazil Quadros and Oscar’s daughter Oshanie is married to Mark Saldanha. In 2002 Fernandes inaugurated the Glowinstar Academy, an integrated development school, in Ambalpady, dedicated to his father, Roque.
